April 6, 2012, in the Prime Minister’s address on the occasion of joint training for new national civil servants

“There is an expression ‘oyakusho shigoto,’ meaning ‘bureaucratic red tape.’ There may be some wisdom in being a stickler in following precedent, in terms of protecting oneself and protecting one’s administrative institution. However, in order to overcome this national crisis, you must exercise unprecedented wisdom. I believe that the motivating force for utilizing such wisdom is the desire to commit oneself to the people. There are cases in which the judgments made by individual civil servants within their areas of responsibility may result in changes to someone's way of living, livelihood, or work. I very much want you to continue to embrace consistently an understanding of such subtleties all throughout your efforts.”
