“Since you endeavored to become civil servants at a time of national crisis, I believe that you have aspirations even beyond those held in years past. Yet as you accumulate your career from here on, without even realizing it, you may shift away from the desire to work for the nation and the people, falling into the rut of sectionalism, working to benefit your own ministry or bureau, with your aspirations diminished and your ardor fading. Regrettably, I believe that there have also been persons such as these in the past. But this is unacceptable. I want you to strive going forth from your first year with the intention of refining your current aspirations into grand aspirations and major ambitions as you advance your career further.”
