March 18, 2012, in the Prime Minister’s Address at the 2012 National Defense Academy Graduation Ceremony

“I paid a visit to Okinawa at the end of February. While there, I visited the Former Japanese Naval Underground Headquarters. This is where Commander Minoru Ota, a person long preceding me from my same local area, committed suicide in the final days of the Battle of Okinawa. As the U.S. forces increasingly closed in, Commander Ota sent a telegram that ended with the line, ‘This is how the Okinawan people have fought the war. And for this reason, I ask that you give the Okinawan people special consideration, this day forward.’ I feel that we who are living in future generations must also keep etched in our memories this figure of him continuing to think of the people of Okinawa until the very end.”
